Fifteen or more unbroken closes below the 20-day average, RSI under 35. A slump old enough to be exhausted.
A stock that has closed under its 20-day average for fifteen sessions running, with RSI under 35, has been sold steadily rather than dumped in a day. Steady selling exhausts itself in a way a single crash does not. `countstreak` is what keeps the run unbroken: one close above the average resets it to zero, so a name that has been bouncing around the line never qualifies. The list is short and skewed towards stocks with genuine problems. The value is in the ones that are simply out of favour.
